The General Commission is chaired by the President of the Social Section of the Conseil d’Etat or, in his absence, by the President of a specialised commission or, in his absence, by the Director General of Labour or his representative.
It comprises :
1° In respect of the college of social partners :
a) Five employee representatives, i.e.: one nominated by the Confédération générale du travail (CGT), one nominated by the Confédération française démocratique du travail (CFDT), one nominated by the Confédération générale du travail-Force ouvrière (CGT-FO), one nominated by the Confédération française des travailleurs chrétiens (CFTC) and one nominated by the Confédération française de l’encadrement-Confédération générale des cadres (CFE-CGC) ;
b) Five employer representatives: three nominated by the Mouvement des Entreprises de France (MEDEF), one nominated by the Confédération des Petites et Moyennes Entreprises (CPME) and one nominated by the Union des Entreprises de Proximité (U2P);
2° For the college of ministerial departments:
a) The Director General of Labour or his representative ;
b) The Director General of Health or his representative;
c) The Director General of Risk Prevention or his representative;
d) The Director of Financial, Social and Logistical Affairs of the Ministry of Agriculture or his representative;
e) The Director of Social Security or his representative;
3° For the college of national social security, expertise and prevention bodies:
a) The Director of the Agence nationale pour l’amélioration des conditions de travail (National Agency for the Improvement of Working Conditions) or his representative;
b) The Director of the Institut national de recherche et de sécurité or his representative;
c) The Director of Occupational Risks at the Caisse Nationale de l’Assurance Maladie or his representative;
d) The Director of Occupational Health and Safety of the Caisse centrale de la mutualité sociale agricole or his representative;
e) The director of the Organisme professionnel de prévention du bâtiment et des travaux publics or his representative;
4° For the college of qualified persons: nine persons appointed for their personal expertise in occupational health, including the chairmen of the specialised commissions. This college includes one person with expertise in agricultural matters.
