The Conseil national d’orientation des conditions de travail is chaired by the Minister for Labour, or in his absence, by the Vice-Chairman of the Council.
It comprises :
1° In respect of the college of social partners:
a) Eight employee representatives, i.e.: two nominated by the Confédération générale du travail (CGT), two nominated by the Confédération française démocratique du travail (CFDT), two nominated by the Confédération générale du travail-Force ouvrière (CGT-FO), one nominated by the Confédération française des travailleurs chrétiens (CFTC) and one nominated by the Confédération française de l’encadrement-Confédération générale des cadres (CFE-CGC) ;
b) Eight employers’ representatives: four nominated by the Mouvement des entreprises de France (MEDEF), two nominated by the Confédération des petites et moyennes entreprises (CPME), one nominated by the Union des entreprises de proximité (U2P), and one nominated jointly by the Fédération nationale des syndicats d’exploitants agricoles (FNSEA) and the Confédération nationale de la mutualité, de la coopération et du crédit agricoles (CNMCCA);
2° For the college of ministerial departments:
a) The Director General of Labour or his representative ;
b) The Director General of Health or his representative;
c) The Director General for Enterprise or his representative;
d) The Director General of Risk Prevention or his representative;
e) The Director of Financial, Social and Logistics Affairs of the Ministry of Agriculture or his representative;
f) The Director General of Infrastructure, Transport and Mobility or his representative;
g) The Director General of the Civil Service or his representative;
h) The Director General of Local Authorities or his representative;
i) The Director of Social Security or his representative;
j) The Director General of Healthcare or his representative;
k) The Head of the General Inspectorate of Social Affairs or his representative;
3° On behalf of the college of national social security, expertise and prevention bodies:
a) The Director of the Agence nationale de sécurité sanitaire de l’alimentation, de l’environnement et du travail or his representative;
b) The Director of the National Public Health Agency or his representative;
c) The Director of the National Agency for the Improvement of Working Conditions or his/her representative;
d) The Director of the Institut national de recherche et de sécurité or his representative;
e) The Director of Occupational Risks at the Caisse Nationale de l’Assurance Maladie or his representative;
f) The Director of Occupational Health and Safety at the Caisse centrale de la mutualité sociale agricole or his representative;
g) The Director of the Organisme professionnel de prévention du bâtiment et des travaux publics or his representative;
h) The Director of the Institut de Radioprotection et de Sûreté Nucléaire or his representative;
4° Fifteen representatives from the college of qualified personalities and representatives of associations or professional prevention organisations:
a) Twelve qualified personalities, including the chairman and vice-chairmen of the Caisse Nationale de l’Assurance Maladie’s Commission des Accidents du Travail et des Maladies Professionnelles and nine personalities, including the chairmen of the specialised commissions;
b) Three representatives of associations of victims of occupational risks and professional prevention organisations.
This college includes at least one person specialising in occupational medicine.
