Article R4721-10 of the French Labour Code

If the action plan has not been received or at the end of the implementation period set in application of 2° of article R. 4721-6, if the labour inspection officer mentioned in article L. 8112-1 finds that the dangerous situation persists, he may, after hearing the employer, order the temporary stoppage of the activity under the conditions provided for in articles R. 4731-10 et seq.

A défaut de réception du plan d’action ou à l’issue du délai d’exécution fixé en application du 2° de l’article R. 4721-6, si l’agent de contrôle de l’inspection du travail mentionné à l’article L. 8112-1 constate que la situation dangereuse persiste, il peut, après avoir entendu l’employeur, ordonner l’arrêt temporaire de l’activité dans les conditions prévues aux articles R. 4731-10 et suivants.
