Article R521-18 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When an unaccompanied minor presents himself without a legal representative for the registration of an asylum application, the competent prefect registers the application on the basis of the information available to him and summons the person concerned to a later date to complete the registration of his application in the presence of his legal representative.
When all the conditions laid down in Articles R. 521-5 to R. 521-7 have been met, the asylum application certificate referred to in Article L. 521-7 is issued in the name of the unaccompanied minor and handed over in the presence of his or her legal representative.

Lorsqu’un mineur non accompagné se présente sans représentant légal pour l’enregistrement d’une demande d’asile, le préfet compétent enregistre la demande sur la base des éléments dont il dispose et convoque l’intéressé à une date ultérieure pour compléter l’enregistrement de sa demande en présence de son représentant légal.
Lorsque l’ensemble des conditions prévues aux articles R. 521-5 à R. 521-7 sont réunies, l’attestation de demande d’asile mentionnée à l’article L. 521-7 est éditée au nom du mineur non accompagné et remise en présence de son représentant légal.
