A foreign national holding a valid residence permit issued by the French authorities who applies for asylum under article L. 521-1 must submit proof of address and the photographs required to issue the asylum application certificate in support of their application. .

When the asylum application is submitted by a foreign national who does not already hold a residence permit and is at least 14 years old, his/her fingerprints will be taken in full, in accordance with Regulation (EU) No 603/2013 of 26 June 2013.

After fulfilling the obligations laid down in articles R. 521-5 to R. 521-6, if the examination of the application falls within the competence of France and without prejudice to the provisions of article R. 521-10, the foreign national is placed in possession of the asylum application certificate mentioned in article L. 521-7.This certificate does not allow free movement in the other Member States of the European Union.

Where the foreign national has not provided all the information referred to in articles R. 521-5 or R. 521-6, or where the fingerprints taken pursuant to article R. 521-7 cannot be used, the competent prefect registers the application on the basis of the information available to him/her and summons the person concerned to a later date to complete the registration of his/her application or to take a new set of…
