Article R521-8 of the French Code governing the entry and residence of foreign nationals and the right of asylum

After fulfilling the obligations laid down in articles R. 521-5 to R. 521-6, if the examination of the application falls within the competence of France and without prejudice to the provisions of article R. 521-10, the foreign national is placed in possession of the asylum application certificate mentioned in article L. 521-7.
This certificate does not allow free movement in the other Member States of the European Union.

Article R521-8

Après qu’il a satisfait aux obligations prévues aux articles R. 521-5 à R. 521-6, si l’examen de la demande relève de la compétence de la France et sans préjudice des dispositions de l’article R. 521-10, l’étranger est mis en possession de l’attestation de demande d’asile mentionnée à l’article L. 521-7.
Cette attestation ne permet pas de circuler librement dans les autres Etats membres de l’Union européenne.
