Article R521-9 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Where the foreign national has not provided all the information referred to in articles R. 521-5 or R. 521-6, or where the fingerprints taken pursuant to article R. 521-7 cannot be used, the competent prefect registers the application on the basis of the information available to him/her and summons the person concerned to a later date to complete the registration of his/her application or to take a new set of fingerprints.
The asylum application certificate referred to in Article L. 521-7 is only issued once all the conditions laid down in Articles R. 521-5 to R. 521-7 have been met.

Article R521-9

Lorsque l’étranger n’a pas fourni l’ensemble des éléments mentionnés aux articles R. 521-5 ou R. 521-6, ou lorsque ses empreintes relevées en application de l’article R. 521-7 sont inexploitables, le préfet compétent enregistre la demande sur la base des éléments dont il dispose et convoque l’intéressé à une date ultérieure pour compléter l’enregistrement de sa demande ou pour procéder à un nouveau relevé de ses empreintes.
L’attestation de demande d’asile mentionnée à l’article L. 521-7 n’est remise qu’une fois que l’ensemble des conditions prévues aux articles R. 521-5 à R. 521-7 sont réunies.
