Article R521-29 of the French Commercial code

In order to guarantee the publicity of registered information, the Conseil national des greffiers des tribunaux de commerce shall set up and manage the national portal referred to in Article R. 521-1.

Subject to the provisions of this section, the provisions of Title XXI of Book I of the Code of Civil Procedure shall apply to the electronic communication of procedural documents made possible by this electronic portal.
Before 31 March each year, the Conseil national des greffiers des tribunaux de commerce will submit to the Minister of Justice an annual transparency report on the operation of the portal referred to in the first paragraph. This report contains information of an economic, technical and operational nature, the content of which will be specified by order of the Minister of Justice, Keeper of the Seals.

Afin de garantir la publicité des informations inscrites, le Conseil national des greffiers des tribunaux de commerce met en place et assure la gestion du portail national mentionné à l’article R. 521-1.

Sous réserve des dispositions de la présente section, les dispositions du titre XXI du livre Ier du code de procédure civile s’appliquent à la communication électronique des actes de procédure que permet ce portail électronique.

Avant le 31 mars de chaque année, le conseil national des greffiers des tribunaux de commerce remet au ministre de la justice un rapport annuel de transparence relatif au fonctionnement du portail mentionné au premier alinéa. Ce rapport contient des informations de nature économique, technique et opérationnelle dont le contenu sera précisé par arrêté du ministre de la justice, garde des sceaux.
