Article R5211-43 of the French General Code of Local Authorities

The deliberation deciding on the consultation and convening the electors is sent by the president of the public establishment of intermunicipal cooperation to the mayors of the member communes of the establishment for posting at least three weeks before the date of the ballot. The president publishes the notice in two newspapers circulated within the perimeter of the public establishment of inter-municipal cooperation at least fifteen days before the date of the ballot.

La délibération décidant la consultation et portant convocation des électeurs est transmise par le président de l’établissement public de coopération intercommunale aux maires des communes membres de l’établissement pour affichage trois semaines au moins avant la date du scrutin. Le président procède à la publication dans deux journaux diffusés dans le périmètre de l’établissement public de coopération intercommunale quinze jours au moins avant la date du scrutin.
