Article R523-4 of the French Consumer Code

If at the end of the period mentioned in article R. 523-3, the offender has refused the proposal or has not responded to it, the administrative authority shall inform the public prosecutor without delay. The latter shall also be informed by the administrative authority if the offender has not paid the sum specified in the settlement by the end of the time limit set or has not fulfilled any other obligations entered into by the offender.

Article R523-4

Si au terme du délai mentionné à l’article R. 523-3, l’auteur de l’infraction a refusé la proposition ou n’y a pas répondu, l’autorité administrative en informe sans délai le procureur de la République.
Ce dernier est également informé par l’autorité administrative lorsque l’auteur de l’infraction n’a pas acquitté la somme indiquée dans la transaction au terme du délai imparti ou n’a pas satisfait aux autres obligations le cas échéant souscrites par lui.
