Article R531-24 of the French Code governing the entry and residence of foreign nationals and the right of asylum

For the application of the provisions of 1° of Article L. 531-24, the persons or associations mentioned in Article L. 531-25 shall refer the matter to the Chairman of the Office’s Board of Directors by registered letter with acknowledgement of receipt. The request must include all relevant details as well as factual and legal information likely to justify the inclusion or removal of a State from the list of countries considered as safe countries of origin. Any association that submits a request to the Chairman of the Office’s Board of Directors on this basis shall send him a copy of its articles of association.
The Chairman of the Office’s Board of Directors is not obliged to place on the agenda requests that are abusive, particularly in terms of their number, repetitive or systematic nature.

Pour l’application des dispositions du 1° de l’article L. 531-24, les personnalités ou associations mentionnées à l’article L. 531-25 saisissent le président du conseil d’administration de l’office par lettre recommandée avec demande d’avis de réception. La demande mentionne toutes précisions utiles ainsi que les éléments de fait et de droit susceptibles de justifier l’inscription ou la radiation d’un Etat de la liste des pays considérés comme des pays d’origine sûrs. Toute association qui saisit le président du conseil d’administration de l’office sur ce fondement lui adresse copie de ses statuts.
Le président du conseil d’administration de l’office n’est pas tenu d’inscrire à l’ordre du jour les demandes abusives, notamment par leur nombre, leur caractère répétitif ou systématique.
