Article R532-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The president of the Cour nationale du droit d’asile and the presidents he appoints for this purpose may, by reasoned order:
1° Take note of withdrawals;
2° Reject appeals that do not fall within the jurisdiction of the court;
3° Find that there is no need to rule on an appeal;
4° Reject appeals that are manifestly inadmissible and that cannot be covered in the course of proceedings or that have not been put in order by the expiry of the time limit set by a request made to that effect pursuant to Article R. 532-12;
5° Reject appeals that do not present any serious element likely to call into question the decision of the French Office for the Protection of Refugees and Stateless Persons; in this case, the order may only be made after the applicant has been given the opportunity to acquaint himself with the documents in the case file and after the case has been examined by a rapporteur;
6° Rule on appeals that no longer present any issues to be judged other than the conviction provided for in Articles 37 and 75 of the Law of 10 July 1991.

Article R532-3

Le président de la Cour nationale du droit d’asile et les présidents qu’il désigne à cet effet peuvent, par ordonnance motivée :
1° Donner acte des désistements ;
2° Rejeter les recours ne relevant pas de la compétence de la cour ;
3° Constater qu’il n’y a pas lieu de statuer sur un recours ;
4° Rejeter les recours entachés d’une irrecevabilité manifeste non susceptible d’être couverte en cours d’instance ou qui n’ont pas été régularisés à l’expiration du délai imparti par une demande adressée en ce sens en application de l’article R. 532-12 ;
5° Rejeter les recours qui ne présentent aucun élément sérieux susceptible de remettre en cause la décision de l’Office français de protection des réfugiés et apatrides ; dans ce cas, l’ordonnance ne peut être prise qu’après que le requérant a été mis en mesure de prendre connaissance des pièces du dossier et après examen de l’affaire par un rapporteur ;
6° Statuer sur les recours qui ne présentent plus à juger de questions autres que la condamnation prévue aux articles 37 et 75 de la loi du 10 juillet 1991.
