The Board of Directors regulates the business of the institution through its deliberations.
It deliberates in particular on:
<1° The general programmes of activity of the public establishment;
2° The general conditions for the award of contracts, agreements and procurement contracts of the establishment, as well as public service delegations and contracts of objectives to be concluded with the State;
3° The budget of the public establishment and its amending decisions, the financial account and the allocation of results;
4° The general conditions of recruitment, employment and remuneration of staff;
5° Authorisation to institute legal proceedings and to negotiate and conclude settlements, except in emergencies;
6° The general organisation of the establishment;
7° Its internal regulations;
8° The establishment’s annual activity report.
The Board of Directors may delegate to the Chief Executive Officer some of the powers provided for in this article, with the exception of the matters mentioned in 2°, 3°, 7° and 8°, within the limits set by the internal regulations.
Decisions relating to the budget and the financial account are enforceable under the conditions laid down in Title III of Decree no. 2012-1246 of 7 November 2012 relating to public budgetary and accounting management.
