The establishment’s expenditure includes staff costs other than those borne by their parent body or administration, operating and equipment costs, costs of managing, recovering and disposing of seized or confiscated assets entrusted to it and, in general, any expenditure necessary for the establishment’s activity.

The institution may take on secondment or secondment of civil servants from the State and local authorities, as well as civil servants from public or private bodies managing a public service, in accordance with the regulations applicable to them.

The Agency is subject to the provisions of Titles I and III of Decree 2012-1246 of 7 November 2012 on public budgetary and accounting management. Secondary accountants may be appointed by the accounting officer, following the opinion of the general manager and with the approval of the minister responsible for the budget. The institution may ask the administration in charge of the estates to dispose of movable property placed in the hands of justice that has been handed over to the agency pursuant to the articles 41-5 and 99-2, as well as movable or immovable property confiscated in the course of criminal proceedings.
