Article R6113-24 of the French Labour Code

The secretariat of each commission is provided by the departments of the ministry or ministries to which it is attached.

The secretariat draws up the commission’s rules of procedure, which set out the conditions under which it operates and the rules of procedure applicable before it.

The Commission meets when convened by its secretariat, which sets the agenda.

No later than 31 January of each year, the secretariat draws up the provisional two-year programme of the committees, which it publishes in the official bulletin of the ministry or ministries concerned.

Within six months of this publication, the national joint employment committees of professional branches may, provided they have informed the secretariat of the professional advisory committees within two months of this publication, submit proposals for the creation of all or part of a draft vocational diploma or qualification. If the certifying minister(s) decide not to accept all or part of these proposals, they will inform the professional advisory committees of the reasons for their choice.

Le secrétariat de chaque commission est assuré par les services du ou des ministères auprès desquels elle est instituée.

Le secrétariat établit le règlement intérieur de la commission, qui fixe les conditions de son fonctionnement et précise les règles de procédure applicables devant elle.

La commission se réunit sur convocation de son secrétariat, qui fixe l’ordre du jour.

Le secrétariat arrête, au plus tard le 31 janvier de chaque année, le programme biennal prévisionnel des commissions, qu’il publie au bulletin officiel du ou des ministères concernés.

Dans un délai de six mois à compter de cette publication, les commissions paritaires nationales de l’emploi de branches professionnelles peuvent, à condition d’en avoir informé le secrétariat des commissions professionnelles consultatives dans un délai de deux mois à compter de cette publication, lui transmettre des propositions de création de tout ou partie d’un projet de diplôme ou titre à finalité professionnelle. Si le ou les ministres certificateurs décident de ne pas retenir tout ou partie de ces propositions, ils informent les commissions professionnelles consultatives des raisons de leurs choix.
