Article R632-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Except in cases of absolute urgency, foreign nationals against whom expulsion proceedings have been initiated are notified by means of a notification bulletin.
The notification bulletin is equivalent to a summons to appear before the expulsion commission mentioned in 2° of article L. 632-2.

Article R632-3

Sauf en cas d’urgence absolue, l’étranger à l’encontre duquel une procédure d’expulsion est engagée en est avisé au moyen d’un bulletin de notification.
Le bulletin de notification vaut convocation devant la commission d’expulsion mentionnée au 2° de l’article L. 632-2.
