The notification bulletin mentioned in article R. 632-3:
1° Advises the foreign national that expulsion proceedings have been initiated against him or her and states the facts giving rise to these proceedings;
2° Indicates the date, time and place of the meeting of the expulsion commission to which he or she has been summoned;
3° Tells the foreign national that the commission’s proceedings are public and informs him or her of the provisions of the fourth paragraph of article L. 632-2 and those of article R. 632-5;
4° Informs the foreign national that he/she may appear before the commission alone or assisted by counsel and ask to be heard with an interpreter;
5° Informs the foreign national that he/she may apply for legal aid under the conditions provided for by law no. 91-647 of 10 July 1991 and decree no. 91-1266 of 19 December 1991; the notification bulletin states that provisional legal aid may be granted by the chairman of the expulsion commission and that the legal aid office with territorial jurisdiction to hear the application for legal aid is the one established at the judicial court of the capital of the department in which the commission sits;
6° Specifies that the foreign national and his or her counsel may request communication of his or her file to the department whose name and address it mentions and submit a statement of defence;
7° Indicates the avenues of appeal open to the foreign national against the expulsion decision that may be taken against him or her.
