Article R632-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The notification of the bulletin mentioned in article R. 632-3 is made by the prefect of the département where the foreign national’s residence is located or, if the foreign national is detained in a penal establishment, by the prefect of the département where this establishment is located. In Paris, the competent Prefect is the Prefect of Police.
The notification form is given to the foreign national at least fifteen days before the date scheduled for the meeting of the expulsion committee, either by a police officer or by the clerk of the prison. The foreign national gives a discharge for this delivery.
If the foreign national himself cannot be delivered, the summons is sent to his residence by registered letter with acknowledgement of receipt confirmed, on the same day, by ordinary letter.
If the foreign national has changed residence without informing the administration as required by article R. 431-23, notification is made to the last known residence by registered letter under the conditions indicated in the third paragraph.

La notification du bulletin mentionné à l’article R. 632-3 est effectuée par le préfet du département où est située la résidence de l’étranger ou, si ce dernier est détenu dans un établissement pénitentiaire, du préfet du département où est situé cet établissement. A Paris, le préfet compétent est le préfet de police.
Le bulletin de notification est remis à l’étranger, quinze jours au moins avant la date prévue pour la réunion de la commission d’expulsion soit par un fonctionnaire de police, soit par le greffier de l’établissement pénitentiaire. L’étranger donne décharge de cette remise.
Si la remise à l’étranger lui-même n’a pu être effectuée, la convocation est envoyée à sa résidence par lettre recommandée avec demande d’avis de réception confirmée, le même jour, par lettre simple.
Si l’étranger a changé de résidence sans en informer l’administration comme l’article R. 431-23 lui en fait obligation, la notification est faite à la dernière résidence connue par lettre recommandée dans les conditions indiquées au troisième alinéa.
