Article R6351-3 of the French Labour Code

Training organisations which carry out their activity on French territory, but whose registered office is outside this territory, shall appoint a representative domiciled in France authorised to respond on their behalf to the obligations resulting from this part and registered or having declared its activity to the single body mentioned inarticle R. 123-1 of the French Commercial Code. In this case, the organisation must declare itself to the regional prefect competent for the place of domicile of this representative.

This obligation does not apply to training organisations whose registered office is located in another Member State of the European Union or the European Economic Area and which occasionally provide training on French territory.

Article R6351-3

Les organismes de formation qui exercent leur activité sur le territoire français, mais dont le siège social se trouve hors de ce territoire, désignent un représentant domicilié en France habilité à répondre en leur nom aux obligations résultant de la présente partie et immatriculé ou ayant déclaré son activité auprès de l’organisme unique mentionné à l’article R. 123-1 du code de commerce. Dans ce cas, l’organisme se déclare auprès du préfet de région compétent à raison du lieu du domicile de ce représentant.

Cette obligation ne concerne pas les organismes de formation dont le siège social est situé dans un autre Etat membre de l’Union européenne ou de l’Espace économique européen et qui interviennent de manière occasionnelle sur le territoire français.
