Training leave is granted as of right in order to take part in a training course or attend a training session that meets the criteria set out in article R. 7125-15.
It may, however, be refused if the requirements of the operation of the service preclude it.
Decisions rejecting requests for training leave must be communicated with their reasons to the joint administrative commission during the meeting following this decision.
If the civil servant renews his request at the end of a period of four months following notification of an initial refusal, a new refusal may not be made.
