Article R721-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The departmental prefect and, in Paris, the police prefect are competent to determine the country of return of a foreign national in the event of the automatic enforcement of the following decisions:
1° A decision imposing an obligation to leave French territory;

or
2° A ban on returning to French territory;
> and
3° The implementation of a decision taken by another State;
4° A ban on movement on French territory;
5° Expulsion, except in the cases set out in article R.* 721-3;
6° Prohibition from entering French territory.

Article R721-2

Le préfet de département et, à Paris, le préfet de police sont compétents pour fixer le pays de renvoi d’un étranger en cas d’exécution d’office des décisions suivantes :
1° La décision portant obligation de quitter le territoire français ;
2° L’interdiction de retour sur le territoire français ;
3° La mise en œuvre d’une décision prise par un autre Etat ;
4° L’interdiction de circulation sur le territoire français ;
5° L’expulsion, sauf dans les cas prévus à l’article R.* 721-3 ;
6° La peine d’interdiction du territoire français.
