Article R744-22 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The delegate of the Office of the United Nations High Commissioner for Refugees or his representatives shall have access to detention facilities under conditions that guarantee their effective access to asylum seekers.
This access must not hinder the operation of the detention facility and the activities carried out there by State services and the legal entities mentioned in articles R. 744-20 and R. 744-21.
It shall be exercised with respect for the political, philosophical or religious opinions of the foreign nationals detained.

Article R744-22

Le délégué du Haut-Commissariat des Nations unies pour les réfugiés ou ses représentants ont accès aux lieux de rétention dans des conditions permettant de garantir leur accès effectif aux demandeurs d’asile.
Cet accès ne doit pas entraver le fonctionnement du lieu de rétention et les activités qu’y exercent les services de l’Etat et les personnes morales mentionnées aux articles R. 744-20 et R. 744-21.
Il s’exerce dans le respect des opinions politiques, philosophiques ou religieuses des étrangers retenus.
