Article R744-23 of the French Code governing the entry and residence of foreign nationals and the right of asylum

This authorisation is issued for a period of three years by the competent administrative authority.
It is renewable for the same period.
It is evidenced by the issue of a name card enabling access to the place of detention to be authorised for each visit.
The competent administrative authority may, by a reasoned decision, after consulting the delegate of the High Commission, withdraw its approval from an approved representative of this delegate.
The approval is also withdrawn at the request of the delegate of the High Commission.

Article R744-23

L’accès des représentants du délégué du Haut-Commissariat des Nations unies pour les réfugiés à un lieu de rétention est subordonné à un agrément individuel.
Cet agrément est délivré pour une durée de trois ans par l’autorité administrative compétente.
Il est renouvelable pour la même durée.
Il est matérialisé par la remise d’une carte nominative permettant d’obtenir lors de chaque visite une autorisation d’accès au lieu de rétention.
L’autorité administrative compétente peut, par une décision motivée, après consultation du délégué du haut-commissariat, retirer son agrément à un représentant agréé de ce délégué.
L’agrément est également retiré sur demande du délégué du haut-commissariat.
