Article R744-26 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The delegate of the United Nations High Commissioner for Refugees or his authorised representatives may speak with the person in charge of the place of detention and, when they are present, with the agents of the French Office for Immigration and Integration responsible for humanitarian assistance.
They may also speak confidentially with persons held in detention who have applied for asylum.

Le délégué du Haut-Commissariat des Nations unies pour les réfugiés ou ses représentants agréés peuvent s’entretenir avec le responsable du lieu de rétention et, lorsqu’ils sont présents, avec les agents de l’Office français de l’immigration et de l’intégration chargés de l’assistance humanitaire.
Ils peuvent également s’entretenir confidentiellement avec les personnes maintenues en rétention qui ont présenté une demande d’asile.
