Each authorised association may submit to the Minister responsible for immigration a list of no more than five persons entitled to access all places of detention.
Each authorised association may submit to the territorially competent prefect or, in Paris, to the police prefect, for each place of detention, a list of no more than five persons entitled to access it.
The competent authority may, by reasoned decision, object to the access of one or more persons appearing on a list on grounds of public order. In the absence of opposition from the competent authority within one month of receipt of the list, these persons shall be authorised to access the places of detention concerned. The competent authority shall inform those in charge of the places of detention.
The right of access of a representative of an association shall be terminated at the request of the person or association concerned or when the authorisation of this association is withdrawn. The competent authority may also, by reasoned decision, terminate the right of access on grounds of public order.
