Article R744-29 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Each authorised association may submit to the Minister responsible for immigration a list of no more than five persons entitled to access all places of detention.
Each authorised association may submit to the territorially competent prefect or, in Paris, to the police prefect, for each place of detention, a list of no more than five persons entitled to access it.
The competent authority may, by reasoned decision, object to the access of one or more persons appearing on a list on grounds of public order. In the absence of opposition from the competent authority within one month of receipt of the list, these persons shall be authorised to access the places of detention concerned. The competent authority shall inform those in charge of the places of detention.
The right of access of a representative of an association shall be terminated at the request of the person or association concerned or when the authorisation of this association is withdrawn. The competent authority may also, by reasoned decision, terminate the right of access on grounds of public order.

Chaque association habilitée peut transmettre au ministre chargé de l’immigration une liste de cinq personnes au plus ayant vocation à accéder à l’ensemble des lieux de rétention.
Chaque association habilitée peut transmettre au préfet territorialement compétent ou, à Paris, au préfet de police, pour chaque lieu de rétention, une liste de cinq personnes au plus ayant vocation à y accéder.
L’autorité compétente peut, par décision motivée, s’opposer à l’accès d’une ou plusieurs personnes figurant sur une liste pour des motifs d’ordre public. En l’absence d’opposition de l’autorité compétente dans un délai d’un mois après réception de la liste, ces personnes sont autorisées à accéder aux lieux de rétention concernés. L’autorité compétente en informe les responsables de ces lieux de rétention.
Il est mis fin au droit d’accès d’un représentant d’une association à la demande de la personne ou de l’association concernée ou lorsque l’habilitation de cette association est retirée. L’autorité compétente peut également, par décision motivée, mettre fin au droit d’accès pour des motifs d’ordre public.
