Article R744-30 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The representatives of the associations may speak with the person in charge of the place of detention and, when they are present, with the agents of the French Office for the Protection of Refugees and Stateless Persons and the French Office for Immigration and Integration, as well as with the approved representatives of the associations that have concluded the agreement provided for in articles R. 744-20 and R. 744-21 to enable the rights of foreign nationals to be exercised effectively. They may confer with the medical team at the place of detention, in accordance with medical confidentiality.
The representatives of the associations may confer confidentially with the persons detained in these places. This possibility may only be refused on the grounds of the requirements mentioned in the second paragraph of article R. 744-27.

Les représentants des associations ont accès, dans le respect des règles sanitaires et de sécurité, aux locaux susceptibles d’accueillir les personnes retenues. Toutefois, ils n’ont accès aux locaux mis à disposition des intervenants et à l’espace réservé aux avocats qu’avec l’accord des intéressés.
Les représentants des associations peuvent s’entretenir avec le responsable du lieu de rétention et, lorsqu’ils sont présents, avec les agents de l’Office français de protection des réfugiés et apatrides et de l’Office français de l’immigration et de l’intégration ainsi qu’avec les représentants agréés des associations ayant conclu la convention prévue aux articles R. 744-20 et R. 744-21 pour permettre l’exercice effectif des droits des étrangers. Ils peuvent s’entretenir avec l’équipe médicale du lieu de rétention, dans le respect du secret médical.
Les représentants des associations peuvent s’entretenir confidentiellement avec les personnes retenues dans ces lieux. Cette possibilité ne peut être refusée que pour des motifs tirés des exigences mentionnées au second alinéa de l’article R. 744-27.
