Article R754-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national placed or held in administrative detention who wishes to apply for asylum shall submit his application in a sealed envelope to the authority holding the application.
For the purposes of this chapter, the authorities holding applications for asylum in detention facilities are, in a detention centre, the head of the centre, his deputy or, where applicable, the person responsible for managing administrative files and, in a detention facility, the person in charge of the facility and his deputy.

Article R754-3

L’étranger placé ou maintenu en rétention administrative qui souhaite demander l’asile remet sa demande sous pli fermé à l’autorité dépositaire.
Au sens du présent chapitre, les autorités dépositaires des demandes d’asile dans les lieux de rétention sont, dans un centre de rétention, le chef du centre, son adjoint ou le cas échéant le responsable de la gestion des dossiers administratifs et, dans un local de rétention, le responsable du local et son adjoint.
