The National Council elects from among its members by secret ballot, in accordance with the procedures laid down in the last two paragraphs of Article R. 821-58 and for four years, a chairman, a vice-chairman and six members, who constitute the bureau. Half of the members of the executive committee are persons who perform certification tasks for public-interest entities and half are persons who do not perform certification tasks for public-interest entities. At least two members shall be chairmen of regional companies.
If the chairman performs assurance tasks for public-interest entities, the vice-chairman may not perform such tasks. If the chairman does not perform certification tasks for entities of public interest, the vice-chairman shall perform at least one such task.
Only persons who have been a member of the National Council for at least two years or who have been a member of the National Board for at least one year shall be eligible for election as chairman.
If a seat on the National Board becomes vacant, it shall be filled by the Council within three months. The term of office of the new member expires on the same date as that of his predecessor.
