Article 159 of the French Civil Code

If there are no fathers, mothers, grandfathers or grandmothers, or if they are all unable to express their will, minors aged eighteen may not contract marriage without the consent of the family council.

S’il n’y a ni père, ni mère, ni aïeuls, ni aïeules, ou s’ils se trouvent tous dans l’impossibilité de manifester leur volonté, les mineurs de dix-huit ans ne peuvent contracter mariage sans le consentement du conseil de famille.
