Article 2-11 of the French Code of Criminal Procedure

Any association, duly declared for at least five years on the date of the events and registered with the National Office for Veterans and Victims of War under conditions laid down by decree in the Conseil d’Etat, which proposes by its articles of association to defend the moral interests and honour of veterans and victims of war and those who have died for France may exercise the rights recognised as a civil party with regard to the defacement or destruction of monuments or the violation of graves, which have caused direct or indirect harm to the mission it fulfils.

Any foundation recognised as being in the public interest may exercise the rights recognised as a civil party under the same conditions and subject to the same reservations as the association mentioned in this article.

Toute association, régulièrement déclarée depuis au moins cinq ans à la date des faits et inscrite auprès de l’Office national des combattants et des victimes de guerre dans des conditions fixées par décret en Conseil d’Etat, qui se propose par ses statuts de défendre les intérêts moraux et l’honneur des anciens combattants et victimes de guerre et des morts pour la France peut exercer les droits reconnus à la partie civile en ce qui concerne les dégradations ou destructions de monuments ou les violations de sépultures, qui ont causé un préjudice direct ou indirect à la mission qu’elle remplit.

Toute fondation reconnue d’utilité publique peut exercer les droits reconnus à la partie civile dans les mêmes conditions et sous les mêmes réserves que l’association mentionnée au présent article.
