The composition of the Professional Advisory Committee on Sport and Leisure Activities, reporting to the Minister for Youth and the Minister for Sport, is as follows:
1° Eight employers’ representatives, including :
a) One representative of the Association des maires de France (AMF) ;
b) Three representatives of the Conseil social du mouvement sportif (COSMOS) ;
c) Three representatives of the Conseil national des employeurs associatifs (CNEA);
d) One representative of the Syndicat national des associations d’employeurs de personnels des centres sociaux et socio-culturels (SNAECSO).
2° One representative from each of the following eight trade union organisations:
a) Confédération française démocratique du travail (CFDT) ;
b) Confédération française de l’encadrement – Confédération générale des cadres (CFE-CGC) ;
c) Confédération française des travailleurs chrétiens (CFTC);
d) Confédération générale du travail (CGT) ;
e) Confédération générale du travail-Force ouvrière (CGT-FO);
f) Confédération nationale des éducateurs sportifs et salariés du sport (CNES) ;
g) Fédération nationale des salariés du sport (FNASS) ;
h) Union nationale des syndicats autonomes (UNSA).
3° Twelve representatives of the public authorities, eleven of whom are appointed by the ministers concerned:
a) Two representatives of the Minister for Youth and the Minister for Sport;
b) One representative of the Minister for National Education;
c) One representative of the Minister for Higher Education; and
d) A representative of the Minister for Social Affairs;
e) A representative of the Minister for Vocational Training;
f) A representative of the Minister of the Interior;
g) A representative of the Minister for Agriculture;
h) A representative of the Minister for Culture;
i) A representative of the Minister for Defence;
j) A representative of the Minister for Tourism;
k) A representative of the Centre d’études et de recherche sur les qualifications (Qualifications Study and Research Centre) appointed by its Chairman.
4° Thirteen qualified individuals chosen for their expertise in the field of qualifications and training:
a) Nine people appointed by the Minister for Youth and the Minister for Sport, including a head of a regional department responsible for youth and sport or his or her representative, a representative of the training establishments mentioned in article L. 211-1 of the Sports Code, representatives of the inspectorate and the technical and teaching staff of the Ministry for Youth and Sport;
b) Two personalities proposed, respectively, by the President of the Committee for National and International Relations of Youth and Popular Education Associations (CNAJEP) and by the President of the French National Olympic and Sports Committee (CNOSF);
c) A representative of the Centre national de la fonction publique territoriale (CNFPT);
d) A representative of the Association of French Regions (ARF).
The chairmen and vice-chairmen of the sub-committees sit on the Committee ex officio.
Experts appointed by the Minister for Youth and the Minister for Sport, in conjunction with the committee chairman, also attend as required. The Commission may also hear any person whose contribution is deemed useful to its work.
