Article A211-49 of the French Sports Code

If it appears to the Budget Controller that the management of the National Sailing and Watersports School is jeopardising the sustainability of the budgetary implementation with regard to the budgetary authorisation, the coverage of its compulsory or unavoidable expenditure, its continued operation or the quality of the budgetary accounts, he shall inform the authorising officer in writing. The authorising officer shall inform him in the same way of the measures he intends to take to re-establish the budgetary situation.

The Budget Controller reports on these exchanges to the Minister responsible for the budget and to the Minister responsible.

S’il apparaît au contrôleur budgétaire que la gestion de l’école nationale de voile et des sports nautiques met en cause le caractère soutenable de l’exécution budgétaire au regard de l’autorisation budgétaire, la couverture de ses dépenses obligatoires ou inéluctables, la poursuite de son exploitation ou la qualité de la comptabilité budgétaire, il en informe l’ordonnateur par écrit. Celui-ci lui fait connaître dans les mêmes formes les mesures qu’il envisage de prendre pour rétablir la situation budgétaire.

Le contrôleur budgétaire rend compte de ces échanges au ministre chargé du budget et au ministre de tutelle.
