Article D1271-3 of the French Labour Code

In the event of an urgent need to allocate social benefits or implement a personal service, the body that finances all or part of the special payment voucher referred to in B of article L. 1271-1 may, exceptionally, use a voucher that is not registered by name until it is allocated to the beneficiary.

En cas de nécessité urgente d’attribuer des prestations sociales ou de mettre en œuvre un service à la personne, l’organisme qui finance en tout ou partie le titre spécial de paiement mentionné au B de l’article L. 1271-1 peut, à titre exceptionnel, utiliser un titre non nominatif jusqu’à son attribution à son bénéficiaire.
