The Regional Conference on Health and Autonomy is made up of a maximum of one hundred and nine members with voting rights, plus the members of the college of territorial health councils who also have voting rights.
Its members are divided into eight colleges as follows:
1° A college of representatives of the local authorities within the Agency’s geographical area of responsibility, comprising :
a) Three regional councillors appointed by the president of the regional council; and, in Corsica, three councillors to the Assembly of Corsica appointed by this assembly;
b) The president of the departmental council, or his representative, of each of the departments in the jurisdiction and, in Corsica, the president of the executive council, or his representative;
c) Three representatives of the local authority groupings in the area, appointed by the Assemblée des Communautés de France;
d) Three representatives of the municipalities in the area, appointed by the Association des maires de France;
2° A college of representatives of users of health or medico-social services, comprising :
a) Nine representatives of associations approved under Article L. 1114-1 for regions comprising between nine and thirteen départements and eight representatives for other regions, appointed following a call for applications organised under conditions set by the Director General of the Regional Health Agency;
b) Five representatives of associations of retired and elderly people for regions comprising between nine and thirteen départements and four representatives for other regions, appointed by the Director General of the Regional Health Agency on the recommendation of the departmental councils for citizenship and autonomy mentioned in Article L. 149-1 of the Social Action and Family Code;
c) Five representatives of disabled people’s associations for regions comprising between nine and thirteen départements and four representatives for other regions, including one working in the field of disabled children, appointed by the Director General of the Regional Health Agency on the recommendation of the departmental citizenship and autonomy councils mentioned in Article L. 149-1 of the Social Action and Family Code;
3° A college of representatives of the territorial health councils mentioned in article L. 1434-10, comprising the president of each territorial council or his representative;
4° A college of social partners comprising :
a) Five representatives of representative employee trade unions appointed by them, on the recommendation of their regional bodies;
b) Three representatives of professional employers’ organisations representative at national and cross-industry level, appointed by these organisations on the recommendation of their regional bodies;
c) One representative of the trade unions representing craftsmen, traders and the self-employed, appointed by the Director General of the Regional Health Agency on the joint recommendation of the regional chamber of trades and crafts, the regional chamber of commerce and industry and an organisation representing the self-employed; d) One representative of the trade unions representing craftsmen, traders and the self-employed, appointed by the Director General of the Regional Health Agency on the joint recommendation of the regional chamber of trades and crafts, the regional chamber of commerce and industry and an organisation representing the self-employed;
d) A representative of the trade unions representing farmers, appointed by the regional chamber of agriculture;
5° A college of players involved in social cohesion and protection, comprising :
a) Two representatives of associations working to combat precariousness, appointed following a call for applications organised under conditions set by the Director General of the Regional Health Agency;
b) In respect of old-age insurance and the occupational injury and disease branch referred to in article R. 221-9 of the Social Security Code, a representative of the pension and occupational health insurance fund. When several funds are located within the jurisdiction of the regional health agency, the two representatives are appointed jointly by the funds concerned; in Ile de France, two representatives are appointed, respectively, by the president of the Caisse nationale d’assurance vieillesse within the same national fund, and by the director of the fund mentioned in article L. 215-3 of the Social Security Code responsible for this region; for the regional conferences of Guadeloupe, Guyana, Martinique and Reunion, these two representatives are appointed respectively by the president and the director of the general social security funds;
c) A representative of the family allowance funds, appointed by the board of directors of the family allowance fund in whose area of jurisdiction the head office of the regional health agency or the overseas departments is located;
d) A representative of the French mutual society, appointed by the president of the Fédération nationale de la mutualité française ;
e) The head of the organisation representing, at regional level, the health insurance schemes whose national fund is a member of the Union nationale des caisses d’assurance maladie, appointed by the Director General of the Union nationale des caisses d’assurance maladie, or his or her representative;
f) A representative of the establishments or services providing care and support for people facing specific difficulties mentioned in 9° of Article L. 312-1 of the Code de l’Action Sociale et des Familles, appointed by the Director General of the Regional Health Agency;
6° A college of prevention and health education players comprising :
a) Two representatives of school and university health services, appointed by the rector of the academic region;
b) Two representatives of occupational health services, appointed by the regional director of companies, competition, consumption, work and employment;
c) Two representatives of the departmental services for the protection and promotion of maternal and child health, appointed by the president of the departmental council within whose jurisdiction the headquarters of the regional health agency is located, and for Corsica, appointed by the president of the executive council;
d) Two representatives of bodies working in the field of health promotion, prevention or education, appointed by the Director General of the Regional Health Agency, including one working in the medico-social or social cohesion field;
e) One representative of organisations working in the fields of health observation, teaching and research, appointed by the Director General of the Regional Health Agency;
f) A representative of environmental protection associations approved under article L. 141-1 of the Environment Code, appointed following a call for applications organised under conditions set by the Director General of the Regional Health Agency;
7° A college of health service providers comprising :
a) Five representatives of public health establishments, appointed by the Director General of the Regional Health Agency, including at least three chairmen of the medical committees of hospitals, university hospitals and hospitals specialising in psychiatry, on the recommendation of the federation representing these establishments;
b) Two representatives of private for-profit health establishments, appointed by the Director General of the Regional Health Agency, including at least one chairman of the establishment medical conference, on the recommendation of the federation representing these establishments;
c) Two representatives of private not-for-profit health establishments appointed by the Director General of the Regional Health Agency, including at least one chairman of the establishment medical committee, on the recommendation of the organisations existing in the region representing these establishments. In regions with at least one regional cancer centre, a third representative is appointed from among these centres by the Director General of the Regional Health Agency, on the recommendation of the director(s) of these establishments;
d) One representative of establishments providing home hospital care, appointed by the Director General of the Regional Health Agency on the recommendation of the organisation with the largest number of such establishments at regional level;
e) Four representatives of legal entities managing institutions for the disabled, appointed by the Director General of the Regional Health Agency on the recommendation of the organisations representing the largest number of such institutions at regional level;
f) Four representatives of legal entities managing institutions for the elderly, appointed by the Director General of the Regional Health Agency on the recommendation of the organisations representing the largest number of such institutions at regional level;
g) One representative of legal entities managing institutions for the socially disadvantaged, appointed by the Director General of the Regional Health Agency on the recommendation of the organisations representing the largest number of such institutions at regional level; h) One representative appointed by the Director General of the Regional Health Agency on the recommendation of the organisations representing the largest number of such institutions at regional level;
h) One representative appointed by the Director General of the Regional Health Agency from among the heads of the health centres and nursing homes established in the region;
i) A representative appointed by the Director General of the regional health agency from among the representatives of the territorial professional health communities or, in French Guyana, a representative of the health centres;
j) A representative of the permanent care associations involved in the permanent care system, appointed by the Director General of the Regional Health Agency;
k) A doctor in charge of an emergency medical assistance service or an emergency medical assistance and resuscitation structure, appointed by the Director General of the Regional Health Agency on the recommendation of an organisation representing these services or structures;
l) One representative of health transporters, appointed by the Director General of the Regional Health Agency from among those with the most significant activity in this field;
m) A representative of the departmental fire and rescue services, appointed by the director general of the regional health agency on the recommendation of the chairmen of the departmental councils of the departments in the region or, for the Ile-de-France region, a representative of the Paris fire brigade appointed by the police prefect and, for the Provence-Alpes-Côte d’Azur region, a representative of the Marseille marine fire brigade appointed by the mayor of Marseille and, in Corsica, a representative of the departmental fire and rescue services, appointed by the director general of the regional health agency on a proposal from the president of the executive council;
n) One representative of the trade unions representing doctors in public health establishments, appointed jointly by the member organisations of the joint regional commission referred to in Article R. 6152-325 ;
o) Six members of the regional unions of health professionals, appointed by the Director General of the Regional Health Agency on the joint proposal of the regional unions of health professionals. In the absence of a joint proposal from the regional unions of health professionals, the Director General of the Regional Health Agency appoints these members;
p) A representative of the Medical Association, appointed by the President of the Regional Medical Association Council;
q) A representative of medical interns from the subdivision(s) located within the region, appointed by one of their local representative bodies;
r) A representative of the Ministry of Defence, appointed by the Minister of Defence;
s) Two representatives of the coordination support mechanisms mentioned in articles L. 6327-2 and L. 6327-3, appointed by the Director General of the Regional Health Agency. In Guadeloupe, Martinique and La Réunion, this number is set at one representative.
8° A college of qualified personalities comprising two personalities appointed by the director of the regional health agency on the basis of their qualifications in the areas of competence of the conference.
