The plenary assembly of the Regional Conference on Health and Autonomy brings together the members of the colleges defined in article D. 1432-28 as well as the members mentioned in article D. 1432-29.
At its first meeting, it elects its chair.
It draws up the rules of procedure for the Regional Conference on Health and Autonomy, specifying, in particular, the operating procedures for its various panels.
It issues an opinion on:
-the regional health project ;
-the draft decrees of the Director General of the Regional Health Agency which determine, for each profession, the areas referred to in 1° and 2° of article L. 1434-4 under the conditions laid down in article R. 1434-42 ;
the inter-regional health plan and any specific inter-regional plans mentioned in article R. 1434-10;
-the annual report on respect for the rights of users of the healthcare system, prepared by the specialised commission referred to in article D. 1432-42;
-the Regional Health Agency’s priorities for action as part of its policy to reduce inequalities in health in the region;
-the guidelines and an annual progress report on the implementation of the regional strategy for investment in the healthcare system;
-annual strategic guidelines for the use of the regional intervention fund;
-the regional environmental health plan.
It draws up an annual report on its activities.
It determines the health issues that give rise to the public debates that it organises in accordance with the procedures laid down in the internal regulations.
It is involved by the Regional Health Agency in the evaluation of the regional health project.
It is involved in feedback and work carried out to evaluate the implementation of measures taken on the basis of articles L. 3131-1 et seq. of this code.
