Outside plenary sessions, the Standing Committee exercises all the powers devolved to the Regional Conference on Health and Autonomy.
In particular, it is responsible for :
-preparing the opinion issued by the Regional Health and Autonomy Conference on the regional health project referred to in article L. 1434-2;
-preparing the annual report on the activities of the Regional Health and Autonomy Conference referred to in article D. 1432-32;
-subject to the provisions of the latter article, to formulate an opinion when consultation of the conference requires the opinion of more than two specialised commissions;
-preparing the elements submitted for public debate.
The Chair of the Regional Conference on Health and Autonomy may entrust this committee with any work falling within the remit of the Conference.
Each year, the Director General of the Regional Health Agency presents the Standing Committee with a report on the use of the Regional Intervention Fund, as well as the broad outlines of the training policy steered by the Agency.
Each year, the Director General of the Regional Health Agency presents a report to the Standing Committee summarising the action taken on its opinions. Where appropriate, he shall give reasons for not following certain opinions. This presentation is made at least twice a year, except in the case of opinions issued at the request of the Regional Health Agency and opinions issued by the Commission pursuant to the provisions of this Code, in particular the opinions mentioned in the fifth paragraph, for which the presentation is made quarterly.
