Article D2171-6 of the French Public procurement code

The purpose of the preliminary design studies is to :
1° Specify the general composition in terms of plan and volume;
2° Assess the internal volumes and external appearance of the structure;
3° Propose possible technical arrangements and, where appropriate, recommend additional studies of existing structures, particularly in the context of reuse and rehabilitation operations;
4° Participate in checking the timetable for completion and, where appropriate, the division into functional phases;
5° Participate in checking that the architectural, technical and economic elements are consistent with the general economics of the overall contract.

Les études d’avant-projet sommaire ont pour objet de :
1° Préciser la composition générale en plan et en volume ;
2° Apprécier les volumes intérieurs et l’aspect extérieur de l’ouvrage ;
3° Proposer les dispositions techniques pouvant être envisagées et, le cas échéant, préconiser des études complémentaires des ouvrages existants notamment dans le cadre des opérations de réutilisation et de réhabilitation ;
4° Participer à la vérification du calendrier de réalisation et, le cas échéant, le découpage en tranches fonctionnelles ;
5° Participer à la vérification de la cohérence des éléments architecturaux, techniques et économiques avec l’économie générale du marché global.
