Article D2531-5 of the French General Code of Local Authorities

The urbanisation perimeter of existing new towns or towns to be created referred to in 2° of Article L. 2531-6 is set in accordance with the conditions set out in articles L. 5311-1 to L. 5311-3.

Failing publication of the decree or decrees creating the new conurbations, the perimeter taken into consideration is that defined by the decrees instituting the public development establishments for the new towns, within which these public establishments are automatically entitled to carry out any operations likely to facilitate the development of new conurbations.

Le périmètre d’urbanisation des villes nouvelles en vigueur ou à créer mentionné au 2° de l’article L. 2531-6 est fixé dans les conditions prévues par les articles L. 5311-1 à L. 5311-3.

A défaut de publication de l’arrêté, du décret ou des décrets portant création des agglomérations nouvelles, le périmètre pris en considération est celui qui est défini par les décrets instituant les établissements publics d’aménagement des villes nouvelles, à l’intérieur duquel ces établissements publics sont habilités de plein droit à procéder à toutes opérations de nature à faciliter l’aménagement d’agglomérations nouvelles.
