The National Consumer Council is convened in plenary session by the Minister responsible for consumer affairs, on his own initiative or at the request of the majority of the full members of one of the two colleges or the majority of the full members of the bureau. It holds at least one plenary session a year.
As an exception to the replacement rules defined in article D. 821-10, any full or alternate member of the Council may take part in the plenary session when the Council is meeting in extraordinary session to discuss a communication from the Minister for Consumer Affairs.
-either when convened by the Minister at least two weeks before the date of the meeting;
-or under an emergency procedure, with no deadline or quorum requirements;
-or in writing.
