Any operator of a voice communications service within the meaning of 7° and 15° of Article L. 32 of the French Post and Electronic Communications Code is obliged to offer consumers, when they subscribe to a voice communications service, an offer in which calls from the network to which the consumer has been connected by his operator and to the national territory are billed by the second, from the first second, excluding any fixed connection costs.
Consumers who have opted for a voice communications service are entitled to a fixed connection charge, which is billed by the second, from the first second, excluding any fixed connection charges.
Consumers who have opted for a voice communications service are entitled to a fixed connection charge.
Consumers who have opted for a prepaid payment method are billed per second, from the first second, for their voice telephony calls from the network to which the consumer has been connected by his operator and to the national territory. These consumers may, on request, benefit from any other billing method offered by the operator.
