Without prejudice to the application of special legislation and the powers granted to local authorities, decrees by the Conseil d’Etat, issued after consultation with the Haut Conseil de la santé publique (High Council for Public Health) and, where appropriate, the Conseil supérieur de la prévention des risques professionnels (High Council for Occupational Risk Prevention), lay down general rules of hygiene and any other measures to protect human health, particularly with regard to:
– prevention of communicable diseases ;
– cleanliness of dwellings, built-up areas and all living environments;
– the supply of water intended for human consumption;
– activities not subject to legislation on installations classified for environmental protection;
– the evacuation, treatment, disposal and use of waste water and waste;
– combating noise pollution and atmospheric pollution;
– preparing, distributing, transporting and preserving foodstuffs.
