When a foreign national is refused entry to France, placed in detention or in a waiting area, detained to check their right to move or reside or transferred to the State responsible for examining their asylum application and they do not speak French, they must indicate at the start of the procedure a language they understand. They must also indicate whether they can read.
This information is mentioned on the decision to refuse entry, placement or transfer or in the report provided for in the first paragraph of article L. 813-13. These entries are authentic unless proven otherwise. The language that the foreign national has declared he understands is used until the end of the procedure.
If the foreign national refuses to indicate a language he or she understands, the language used is French.
