Article L1447-1 of the French Public Health Code

Notwithstanding the second paragraph of article L. 1114-1, the representation of users of the healthcare system in Saint-Pierre-et-Miquelon, Saint-Barthélemy, Saint-Martin and Mayotte in hospital or public health bodies may, in the absence of approved associations within the meaning of this article, be ensured by associations that do not benefit from this approval.

Par dérogation au deuxième alinéa de l’article L. 1114-1, la représentation des usagers du système de santé de Saint-Pierre-et-Miquelon, de Saint-Barthélemy, de Saint-Martin et de Mayotte dans les instances hospitalières ou de santé publique peut, à défaut d’associations agréées au sens de cet article, être assurée par des associations ne bénéficiant pas de cet agrément.
