Article L163-2 of the French Tourism Code

The departmental authority defines the actions it intends to carry out in the field of tourism and leisure, after consultation with or on the recommendation of the municipalities and the Economic and Social Council. The implementation of these actions may be entrusted to an agency, created for this purpose, with the status of a public establishment. This agency exercises the powers devolved to the regional and departmental tourism committees.

At least half of the agency’s Board of Directors, whose composition is determined by deliberation of the General Council, is made up of General Councillors and includes representatives of the professional organisations concerned.
