In time of war, any member of a town council, including the mayor, may be suspended by decree on grounds of public order or the general interest until the cessation of hostilities.
The elected representative thus suspended is not replaced numerically during the normal term of office of the assembly.
If the suspension measure has the effect of reducing the number of members of the assembly by at least one quarter, the decree ordering it constitutes a special delegation which is empowered to take the same decisions as the assembly.
