Article L2124-6 of the French General Code of Local Authorities

In wartime, in the event of the absence, suspension, dismissal or any other impediment of the mayor, the representative of the State in the department may appoint, to replace him in the fullness of his duties, a delegate chosen from among the members of the town council.

En temps de guerre, en cas d’absence, de suspension, de révocation ou de tout autre empêchement du maire, le représentant de l’Etat dans le département peut désigner, pour le remplacer dans la plénitude de ses fonctions, un délégué choisi parmi les membres du conseil municipal.
