Article L2124-7 of the French General Code of Local Authorities

In time of war, the municipal council of a commune or the deliberative body of the public inter-municipal cooperation establishment may be suspended by decree, for reasons of public order or general interest, until the cessation of hostilities.

The same decree constitutes a special delegation empowered to take the same decisions as the municipal council or the deliberative body of the public inter-municipal cooperation establishment.

En temps de guerre, le conseil municipal d’une commune ou l’organe délibérant de l’établissement public de coopération intercommunale peut être suspendu par décret, pour des motifs d’ordre public ou d’intérêt général, jusqu’à la cessation des hostilités.

Le même décret constitue une délégation spéciale habilitée à prendre les mêmes décisions que le conseil municipal ou l’organe délibérant de l’établissement public de coopération intercommunale.
