Article L222-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national whose situation is governed by this book may, if he or she does not habitually reside in France and is not on French territory, be subject to the administrative inadmissibility order provided for in Article L. 321-1 when his presence in France would constitute, due to his personal behaviour, from the point of view of public order or security, a real, present and sufficiently serious threat to a fundamental interest of society

Article L222-1

L’étranger dont la situation est régie par le présent livre peut, dès lors qu’il ne réside pas habituellement en France et ne se trouve pas sur le territoire national, faire l’objet de la décision d’interdiction administrative du territoire prévue à l’article L. 321-1 lorsque sa présence en France constituerait, en raison de son comportement personnel, du point de vue de l’ordre ou de la sécurité publics, une menace réelle, actuelle et suffisamment grave pour un intérêt fondamental de la société
