Article L2411-9 of the French General Code of Local Authorities

When a municipal council is reduced to less than one third of its members, as a result of the abstention, prescribed by article L. 2131-11, of the municipal councillors who are interested in the enjoyment of the property and rights claimed by a section, the councillors required to abstain are replaced by an equal number of citizens drawn by lot by the representative of the State in the department from among the persons registered on the electoral rolls of the commune, with the exception of the members of the section.

Lorsqu’un conseil municipal se trouve réduit à moins du tiers de ses membres, par suite de l’abstention, prescrite par l’article L. 2131-11, des conseillers municipaux qui sont intéressés à la jouissance des biens et droits revendiqués par une section, les conseillers tenus à l’abstention sont remplacés par un nombre égal de citoyens tirés au sort par le représentant de l’Etat dans le département parmi les personnes inscrites sur les listes électorales de la commune, à l’exception des membres de la section.
