Article L2511-17 of the French General Code of Local Authorities

The municipal council or the Paris council may also delegate to the arrondissement council, with the latter’s agreement, the management of any facilities or services of the municipality or the City of Paris. These delegations end automatically at the next renewal of the municipal council or the Paris council. When such a delegation has been made to an arrondissement council, this delegation is automatically granted to the other arrondissement councils that request it.

Le conseil municipal ou le conseil de Paris peut, en outre, déléguer au conseil d’arrondissement, avec l’accord de celui-ci, la gestion de tout équipement ou service de la commune ou de la Ville de Paris. Ces délégations prennent fin de plein droit au prochain renouvellement du conseil municipal ou du conseil de Paris. Lorsqu’une telle délégation a été faite à un conseil d’arrondissement, cette délégation est accordée de droit aux autres conseils d’arrondissement qui le demandent.
